subject:      Budget Amendment for Old Chapel Hill Cemetery Improvements

PURPOSE

The attached budget ordinance would appropriate funds received from the University of North Carolina in the amount of $100,000 for improvements to the Old Chapel Hill Cemetery.

BACKGROUND

The Old Chapel Hill Cemetery Task Force was appointed by the Council in January 2004 to provide recommendations for improvements to the Old Chapel Hill Cemetery that could be undertaken with $150,000 in available funding.  This $150,000 included $50,000 allocated by the Council from the Town’s fund balance and an additional $100,000 to be provided by the University as stipulated in the Council’s approval of the Special Use Permit for the University’s Cobb parking deck and chiller plant.

The Old Chapel Hill Cemetery Task Force presented its recommendations to the Town Council on December 6, 2004. At that time, the Council adopted a resolution approving the use of $150,000 in available funding and allocating an additional $50,000 for grave marker restoration work.

DISCUSSION

The University’s portion of the funding for cemetery improvements has been received by the Finance Department. Before it can be appropriated for projects previously approved by the Town Council in December 2004, the FY 2005-06 budget must be amended to include the $100,000 as revenue to be used for capital improvements specified for the cemetery. A report on the status of cemetery improvements was presented to the Town Council in November 2005.

 

RECOMMENDATION

We recommend that the Council enact the attached ordinance that would increase the Capital Improvements Fund for FY 2005-06 by $100,000 to be used for improvements related to the Old Chapel Hill Cemetery.
