SUBJECT:      Response to Transportation Board Recommendation on Long Range Transit Plan

BACKGROUND

 

On November 21, 2005, the Council received a recommendation from the Transportation Board on the Long Range Transit Plan. (Attachment 1).

 

DISCUSSION

 

The Transportation Board presented the following recommendation:

 

  1. The Council delay the initiation of the development of the Plan until the Council has reviewed a master plan for the Carolina North development.

 

Comment: We believe that the development of the Long Range Transit Plan is necessary to assist the Council and the University in the preparation of a development plan for the Carolina North property. We believe that the Long Range Transit Plan will include proposals to develop a multi-modal transportation network that will be able to support a specific level of development and redevelopment throughout the community. The capacity of this transportation network would then be used to guide the intensity and location of development.

 

  1. The Board supported the immediate development of a short and intermediate range transit plan.

 

Comment: Chapel Hill staff has begun discussions with Carrboro and the University of North Carolina on the development of a Short Range Transit Plan. The Short Range Transit Plan is expected to include an evaluation of possible transit improvements over the next five years and include estimates of capital and operating costs associated with possible improvements. Staff will work with the Public Transit Committee, which includes representatives from Carrboro and the University to complete the short range transit plan. The Short Range Transit Plan would be incorporated into the Long Range Transit Plan. We believe that the development of the Short Range Transit Plan will compliment the preparation of the Long Range Transit Plan.
