SUMMARY OF COMMUNITY DESIGN COMMISSION ACTION

 

Subject:                      Kehillah Park/Ride Facility - Application for Special Use Permit

 

Meeting Date:            December 14, 2005

 

Recommendation:     That the Council approves the Special Use Permit with the adoption of Resolution B (Applicant’s Proposed Resolution) included as Attachment 2 to the December 6, 2005 Staff Report, with the following changes:

 

1.      That the stipulation requiring the Mason Farm Road Crosswalk be modified as shown below:

 

Mason Farm Crosswalk: That prior to the use as a Park/Ride Facility the applicant shall provide a $500 payment-in-lieu not to exceed $1,500 towards the installation of a highly visible crosswalk on Mason Farm Road as shown on the site plan dated November 30, 2005That if deemed  appropriate by the Town’s Engineering Department, the crosswalk shall be incorporated into a speed table, at a location to be approved by the Town Manager.

 

2.      That the resolution shall include the below stipulation:

 

Refuse/Recycling Collection Area: That, if the Town determines it is unable to service the applicant’s refuse collection area, due to the geometric design of the parking lot and associated use, the applicant shall: a) Contract with a private company for refuse service or; b) Submit a dimensioned detail of an alternate recycling/refuse collection area, including pad length, width, and depth.  That the final plans shall include details verifying that no overhead obstruction or utility wires will interfere with service vehicle access or operation.  That the location and design of the collection area shall be approved by the Town Manager.

Dissenting Vote:        The dissenting Commission Members stated the due to the commercial nature of the request the applicant should be required to pave the parking lot.
