SUBJECT:      Approval of Several Changes to On-Street Parking Regulations

PURPOSE

 

Enactment of the attached ordinance dinance would authorize several changes to on-street parking regulations as presented below:

 

We recommend enactment of the attached ordinance.

 

BACKGROUND AND DISCUSSION

 

Establish two on-street parking spaces on Sykes Street: The Town Council, at its January 9, 2006 meeting, affirmed that minimum parking requirements (from 3 off-street parking spaces to 2 on-street parking spaces) for the Sykes Street Police Substation may be reduced based on the Land Use Management Ordinance. The attached ordinance would establish two on-street parking spaces required for the Police Substation on Sykes Street.  Please see Attachment 1 for an area map.

 

Parking space reserved for handicapped individuals to include time limits in the “parking meter zone” areas:  The Town established several parking spaces for handicapped individuals in the metered areas on East and West Franklin Street and Henderson Street.  However, the current ordinance for parking spaces for handicapped individuals is not clear regarding “time limits” in the metered areas.  Some motorists now park in these spaces all-day. Enforcement of two-hour time limit will not be possible unless an amendment is made to the current ordinance regarding “parking space reserved for handicapped individuals”.
