Subject: Report on OWASA Odor Elimination Compliance Program

PURPOSE
Attached is a quarterly report from Orange Water and Sewer Authority (OWASA) on its Odor Elimination Compliance Monitoring Program, as required by Council resolution adopted November 14, 2005 (Attached).
BACKGROUND
On November 14, 2005, OWASA reported to the Town Council in a public forum on its Odor Elimination Compliance Monitoring Program. The report was stipulated in the November 14, 2005 Special Use Permit Modification for expansion of the Mason Farm Treatment Facility. During the November 14 meeting, OWASA reported that it had not yet achieved the goal of off-site odor elimination and proposed continuing improvements to achieve the goal of off-site odor elimination as well as a monitoring program. The adopted resolution directed OWASA to provide quarterly progress reports with complaint logs and directed that another public forum be scheduled for November 2006.
DISCUSSION
A copy of the quarterly report is attached.
