SUBJECT:      2005 University of North Carolina Annual Development Plan Report on Transportation

PURPOSE

 

Attached is the 2005 “Annual Development Plan Report on Transportation” prepared by the University of North Carolina at Chapel Hill.  The University is required to prepare this report each year in accordance with its Development Plan permit.  The report discusses a variety of transportation issues associated with development activity in the Office/Institutional-4 (OI-4) Zoning District on the University campus. 

  

No action is required by the Council.

 

BACKGROUND AND DISCUSSION

 

At its June 27, 2005 meeting, the Council approved a resolution requiring that the University submit an Annual Development Plan Report on Transportation associated with development in the Office/Institutional-4 Zoning District on the University campus. The Council also approved guidelines for development of the Report.  A copy of the resolution and guidelines are provided in Attachment 1.

 

The Council resolution requires that:

 

-Overview of the Development Plan

-Discussion of changes in transportation issues associated with the Development Plan

-Discussion of mitigation measures and recommendations including existing and proposed traffic calming measures on campus and in adjacent neighborhoods.

  

A copy of the University’s 2005 Annual Development Plan Report on Transportation is provided in Attachment 2 and can also be found on the Town’s website at:

A copy of the most recent biennial University Transportation Impact Analysis Report is available for review in the Town Engineering Department.

 

The University has identified several locations for installation of traffic calming measures on streets in neighborhoods adjacent to the campus.  A list of those locations is on the last page of the Annual Development Plan Report on Transportation (Attachment 2).

 

Prior to installation, the recommended traffic calming measures will be developed with input from area neighborhoods and presented to the Town Council in June for approval to proceed with construction.  If approved, the University would design and build the traffic calming devices at no direct cost to the Town, and the design and construction would be subject to review and approval by Town Engineering Department staff.
