Re:      Proposed Discussion of “Essential Public Facility” at Joint Planning Public Hearing

 

 

The next Orange County-Chapel Hill-Carrboro Joint Planning Public Hearing is scheduled for Thursday, May 11, 2006 and only one item has been received.  This is a request by Habitat for Humanity of Orange County to rezone 10,431 square feet of a recombined lot to allow for construction of a triplex.  This is a component of the Rusch Hollow affordable housing subdivision presented at the October 15, 2003 Joint Planning Public Hearing.  The request, to be heard and decided by Chapel Hill and Orange County, seems straightforward and non-controversial and should not require much time. 

 

The lack of a full agenda offers the opportunity for non-public hearing discussion of an issue raised at the last two Assembly of Governments meetings – the definition of an “Essential Public Facility” as contained in the Water and Sewer Management, Planning, and Boundary Agreement.  While Carrboro’s attendance is not required for the public hearing item, their attendance and participation is certainly needed for any potential discussion of Essential Public Facility. The rezoning petition is anticipated to move quickly and not result in too much “down time” for the Board of Aldermen.

 

Please discuss this with your mayors and let me know if they are agreeable to including it as a non-public hearing item on May 11.
