SUBJECT:      Follow-up Report Regarding On-Street Parking Restrictions in the Columbia Place Neighborhood

PURPOSE

 

This is a follow-up report regarding on-street parking regulations on several streets in the Columbia Place neighborhood.

 

We recommend no changes to the current on-street parking regulations in the Columbia Place neighborhood.

 

BACKGROUND AND DISCUSSION

 

At its October 10 and November 21, 2005 meetings, the Town Council received staff reports responding to a petition submitted by the Columbia Place Homeowners’ Association requesting that on-street parking be prohibited on one side of all streets in the Columbia Place neighborhood.

 

In the November 21, 2005 report, the Town Manager stated that he would direct Town staff to monitor Columbia Place parking conditions for a period of six months, and would return to the Council in May of 2006 with recommendations regarding on-street parking in this neighborhood.  The November 21, 2005 staff report is provided in Attachment 1.

 

On-street parking is presently allowed by residential permit only on both sides of the streets in Columbia Place neighborhood. On-street parking within 50 feet of intersections is prohibited. 

 

Fire, Police, Engineering and routine service providers were involved in monitoring access and circulation and parking conditions in the neighborhood over the past six months.  None of the monitors reported significant traffic problems associated with the existing on-street parking regulations in Columbia Place neighborhood. 

 

Town records show that a total of 16 parking citations were issued on several streets in Columbia Place neighborhood between October 1, 2005 and April 30, 2006.  The violation categories were as follows:

 

No Parking Permit Displayed ……………………………………………….... 12

Parking in Handicapped Parking Space without Proper Permit Displayed ………. 1

Warning Ticket Issued …………………………………………………………. 1

Booting Violations ……………………………………………………………... 2

 

Based on our field observations, input from emergency and routine service providers, and the above parking citations, we do not think that changes to the existing on-street parking regulations are necessary in the Columbia Place neighborhood at this time.

 

Staff of the Engineering Department contacted Columbia Place Homeowners’ Association representatives, and they agreed that no changes to the existing on-street parking regulations are necessary at this time.  A copy of an e-mail from the Homeowners’ Association is provided in Attachment 2.

 

We will continue to periodically monitor and enforce on-street parking regulations in Columbia Place neighborhood.
