INTRODUCTION

This update is provided as a clarification for circumstances and/or recommendations that have since the Original Staff Report (Attachment 2) was composed and reviewed by Advisory Boards, with detailed discussion below.  Changes are also noted in the respective sections of the original Staff Report to correspond to discussions in this update.  We believe that the applicant is in agreement with each of the recommended changes, except where noted.

 

Ordinance Requirements

Affordable Housing:  The applicant has proposed 11 dwelling units as part of the proposal with two units being designated for affordable housing.  We believe that the option described by Mr. Dowling, requiring the applicant to submit a payment in the amount of $180,000 to the Orange Community Land Trust is reasonable and complies with the affordable housing goals and objectives in the Comprehensive Plan.  Please refer to the Key Issues section for additional information.

 

Transportation

Parking: Several of the Advisory Boards expressed concern over the amount of impervious surface and recommended that the parking area be constructed with porous pavement. Resolution A includes a stipulation to encourage the use of porous materials for the parking areas.

 

Pedestrian Access:  Several of the Advisory Boards expressed concern over pedestrian access. The Bicycle and Pedestrian Advisory Board recommended an additional point of pedestrian access from the rear of the proposed building to West Barbee Chapel Road along the eastern property line to provide easier pedestrian access to the Village Center.  The Community Design Commission recommended adding a pedestrian access plan for review and approval by the Town Manager prior to issuance of a Zoning Compliance Permit.

 

ADA Ramp:  During the Transportation Board review, it was decided that a handicap ramp on the opposite side of West Barbee Chapel Road opposite the proposed southern driveway should be constructed as part of this proposal.

Bus Stop: The Transportation Board recommended a bus stop. We believe that an additional bus stop is warranted near the proposed development, on the south side of West Barbee Chapel Road.  

 

Landscape and Architecture  

Lighting: Citizens and Advisory Board members expressed concern over the proposed lighting plans. Resolution A includes stipulations to minimize spill-over lighting.
