Mr. Manager and Councilmembers:

 

I am an strong supporter of affordable housing. I am concerned about the quality and quantity of homes being proposed at the Purefoy Road Subdivision.

 

I own 21 acres adjacent to this property on its western border.

 

My sister owns a home adjacent to the current Rusch Road Habitat Community. My brother owns a house across the street from the Rusch Road Habitat Community.

 

My concerns are based upon experiences with Habitat when they developed the Rusch Road Subdivision.

 

Issues:

1. Habitat will have 3 developments within the same small community. Within this area there are more Habitat homes than existing homes. A mixed income community would be more appropriate due to the number of existing Habitat homes.

 

The Habitat homes should be all single family. As it is in the existing neighborhood. NO DUPLEXES

 

The Comprehensive Plan indicates that the town should protect existing neighborhoods. This development has the opposite effect.

 

2. Community Design Commisson Comment #1.

 

The Recreation area should be open/accessible to the entire community.

 

3. Community Design Commisson Comment #5.

 

The homes should have generous screening/fences at the edges of the site. 14ft setbacks are not sufficient adjacent to lots that range from .5 acres to 2 acres each. (Habitat provided fences at their property line that screened only 3 houses at Rusch Road)

 

14ft setbacks between homes and property lines is out of place in this area. Special attention needs to be given to how these homes will fit within this existing neighborhood.

 


Stormwater runoff is a significant problem for the western portion of the site.

The land slopes to the west. Historically this area has experienced runoff. I am concerned that the creation of homes and streets will increase the runoff towards my land.

 

Also:

 

When Habitat developed the Rusch Road Subdivision additional runoff was created on the lots behind the Habitat Homes. This causes several Septic Systems to fail. 1 home had to be attached to sewer due to failed/cut lines.

 

Habitat initially refused to correct problems. They did address some of the problems after it was disclosed to Orange County Stormwater and Chapel Hill Stormwater staff.

 

4. Community Design Commission Comment #6.

 

There should be sidewalks within the community and sidewalks with curb & gutter wherever the community touches Purefoy Rd.

 

5. Edgar Street is in the middle of this development. Will it be paved or improved as a result of this project?
