AGENDA #4g

MEMORANDUM

TO:                  Roger L. Stancil, Town Manager

FROM:            George Small, P.E., Engineering Director

Kumar Neppalli, Traffic Engineer

SUBJECT:      Establishment of “No Parking Anytime Except by Residential Permit” Restrictions on Amesbury Drive

DATE:            October 23, 2006

PURPOSE

Enactment of the attached Ordinance would authorize establishment of “No Parking Anytime Except by Residential Permit” restrictions from 9:00 am – 4:00 pm, Monday through Friday, on Amesbury Drive. Please see the area map provided in Attachment 1.

We recommend that the Council enact the attached ordinance.

BACKGROUND AND DISCUSSION

At its September 11, 2006 meeting, the Town Council received a petition from a resident of Amesbury Drive (Attachment 2) requesting that the Town establish “No Parking Anytime Except by Residential Permit” restrictions from 9:00 am – 4:00 pm, Monday through Friday, on Amesbury Drive.

The petitioner indicated that their driveway length is limited and would like to park on the street if the existing on-street parking restrictions are changed.

The current parking regulations prohibit on-street parking on both sides of Amesbury Drive, 9:00 am to 4:00 pm, Monday through Friday.  The current parking regulations on Amesbury Drive were approved by the Council several years ago in response to a neighborhood request intended to mitigate the problem of excessive high school student parking on neighborhood streets.

We believe the requested change in on-street parking restrictions would allow residents to park on Amesbury Drive while continuing to restrict student parking as intended by the current parking restrictions.

RECOMMENDATION

That the Council enact the attached ordinance establishing “No Parking Anytime Except by Residential Permit” restrictions from 9:00 am – 4:00 pm, Monday through Friday, on Amesbury Drive.
