SUBJECT:      Recommendations by the Planning Board for the Revision of the Comprehensive Plan

PURPOSE

 

This is Part A of a two-part item.

 

The memorandum forwards the Planning Board report on potential revisions to the Comprehensive Plan and provides a recommendation for additional public input at this stage of the review process.

DISCUSSION

 

On October 3, 2006, the Planning Board endorsed a report compiling the comments received from advisory boards and commissions during a review of the 2000 Comprehensive Plan. Please see the report (Attachment 1).

 

The Board believes that advisory boards and commissions have identified the following new major themes which could be the basis of additional themes in the Comprehensive Plan:

 

The review has also identified modifications and revisions to existing themes expressed in the Plan. In particular, review comments received indicate that the Plan theme of Community Character should contain a discussion about redevelopment and infill development, and about density in relation to the downtown and other locations where there are opportunities for transit oriented and transit supportive development.

 

RECOMMENDATION

 

The Planning Board believes that the matters identified by advisory boards and commissions amount to more than minor adjustments of the Comprehensive Plan. The Board believes that there should be additional opportunities for citizens to provide input at this review stage of the plan revision process.  The Board recommends that there be two or three opportunities for citizens to provide input at a public forum with one of those being held on a weekend.
