Historic Preservation Agreement for Old Library (Chapel Hill Museum)

PURPOSE

Tonight, the Council continues its consideration of establishing a preservation agreement on the Old Library at the corner of East Franklin and Boundary Streets.

BACKGROUND AND DISCUSSION

On October 10, 2005, the Town Council endorsed the concept of establishing a Preservation Agreement to preserve significant features of the Old Library property, due to its architectural significance as a landmark of mid-century modern design. The Council directed the staff to work with the Historic Preservation Foundation to develop a draft preservation agreement to be considered at a public hearing. 

The Council also referred the proposal to the Historic District Commission. The Commission considered this proposal on November 10, 2005, and endorsed the proposal to establish a preservation agreement on the property. On January 8, 2006, the Council adopted a resolution calling a public hearing to consider this proposal. The hearing was held on February 12, 2007.  One citizen spoke at the hearing in support of the proposed Agreement.

The attached proposed Preservation Agreement, developed by the Historic Preservation Foundation of North Carolina, Inc., incorporates minor editorial changes made at the request of the Town Attorney.

RECOMMENDATION

We recommend that the Council adopt the attached resolution to authorize the Town Manager to execute a preservation agreement on the Old Library with the Historic Preservation Foundation of North Carolina, Inc.
