Tonight, the Council continues a Public Hearing regarding a request for a Special Use Permit Modification to allow construction of a reclaimed water storage and pumping facility at OWASA’s Mason Farm Wastewater Treatment Facility. Tonight’s Public Hearing has been scheduled to receive evidence in support of and in opposition to approval of the application, as the Council determines the appropriate requirements to include as conditions of approval. Details are included in the attached memorandum. The purpose of this cover memorandum is to forward the Town Manager’s recommendation to the Council.
I have reviewed and discussed the application with Town staff. Based on the information in the record to date, we believe that the Council could make the findings required to approve an application for a Special Use Permit.
I believe that the Council can make an additional finding to allow an increase in floor area and impervious surface, based on a determination that public purposes are satisfied to an equivalent or greater degree for the provision of a public necessity.
My recommendation is that the Council adopt Revised Resolution A, approving an application for a Special Use Permit Modification for a reclaimed water storage and pumping facility at OWASA’s Mason Farm Wastewater Treatment Facility. Resolution A has been revised to provide a minor clarification regarding the relationship of the current Special Use Permit Modification and the existing Special Use Permit approved March 1, 2004.
