Moratorium

Advantages

Temporary, allows Town to determine what it wants and make changes or revert to zoning pre moratorium.

 

Decreases approved uses and development density

Requires a subsequent rezoning to permit additional uses and density, affords Council leverage

Could be applied to the development nodes and transportation corridors in the study area

Promotes vertical mixed-use development in a transit-oriented fashion

 

Applications for development not accepted during moratorium

 

 

 

 

May exempt minor development types and administrative permits from moratorium, if desired

 

 

 

 

 

 

Disadvantages

 

Interim fix, which requires a subsequent rezoning to permit additional uses and density

District may not result in uses and development type actually wanted

Uncertainty for property owner and neighbors

Loss of property value

Expense to owner/developer of rezoning application

Inconsistent with Land Use Plan

Recommendations for transit-oriented standards not available until later this year
