The attached Resolution would authorize the Town Manager to enter into an agreement with the North Carolina Department of Transportation for rehabilitation and expansion of the Town’s traffic signal system. A copy of the agreement is provided in Attachment 1.
We recommend that the Council adopt the attached resolution.
The existing traffic signal system was installed more than 10 years ago and includes approximately 105 signals in Chapel Hill and Carrboro. Please see the signal system map provided in Attachment 2. Chapel Hill’s traffic signal control equipment and copper wire communications system have become functionally obsolete and are incapable of fulfilling coordinated system objectives. Additionally, the Town must commit increasing resources to effectively operate and maintain the current traffic signal system in accordance with State performance requirements.
At the Town’s request, the State has approved funding in the 2007-2013 Transportation Improvement Program for rehabilitation and expansion of the Chapel Hill traffic signal system. The proposed upgrade project includes the following key elements:
The agreement also includes planning, design, and installation of additional fiber optic cable and associated hardware for Town information technology purposes.

The Town’s estimated cost is based on the number of traffic signals on local streets compared to the number of traffic signals on State streets, system-wide. The local share is presently 9 percent, or $450,000. The Town has funds available for the local share comprised of $90,000 in the Capital Improvements Program and $360,000 available in STP/DA funds through our Metropolitan Planning Organization. The project was previously scheduled for funding in the State TIP in FY 2011, but we have received a letter from the NCDOT (Attachment 3) stating that the schedule has been revised to make funding available in FY 2009.
Funding for additional fiber optic cable to be installed for Town information technology purposes is also included in the Town’s Capital Improvements Program. The cost of the additional cable has been estimated to add $500,000 to the Town’s share of project costs.
