Public Hearing: Applications for the Downtown Economic Development Initiative – Parking Lot 5, Zoning Atlas Amendment and Special Use Permit

PURPOSE

Tonight, the Council holds a Public Hearing regarding a request for approval of a Zoning Atlas Amendment and a Special Use Permit which proposes development of a 1.92-acre assemblage located between West Franklin and Rosemary Streets with Church Street along the western boundary of the site.

Tonight’s Public Hearing has been scheduled to receive evidence in support of and in opposition to approval of the applications, as the Council determines the appropriate requirements to include as conditions of approval. The purpose of this cover memorandum is to forward my preliminary recommendations to the Council.

MANAGER’S PRELIMINARY RECOMMENDATION

I have reviewed and discussed the key issues with Town staff. Based on the information in the record to date, I believe that the Council could make the findings required to approve: 1) the request for a Zoning Atlas Amendment; and 2) the application for a Special Use Permit. We note that further evidence concerning these applications may be submitted at tonight’s Public Hearing.
