Response to Petition Requesting Changes to On-Street Parking Regulations on Several Streets in the Chesley Neighborhood

The following information responds to a petition requesting that on-street parking be restricted to a three-hour time limit between the hours of 8:00 a.m. and 4:00 p.m. Monday-Friday on the following streets:

Enactment of the attached ordinance would establish a three-hour time limit for parking between the hours of 8:00 a.m. and 4:00 p.m. Monday-Friday on several streets in the Chesley neighborhood as requested.

  

BACKGROUND

At its June 27, 2007 meeting, the Town Council received and referred a petition from the Chesley Homeowners Association requesting that the Council consider restricting on-street parking to a three-hour time limit between the hours of 8:00 a.m. and 4:00 p.m. Monday through Friday on the following streets:

A copy of the petition is provided in Attachment 2. 

The petition stated that student commuters and visitors to East Chapel Hill High School regularly park on the streets in this neighborhood, often significantly reducing available parking for residents and their guests.

There are currently no parking restrictions on these streets.

DISCUSSION

We conducted field observations on these streets at various times on different days. We observed several drivers parking vehicles between the hours of 8:00 a.m. and 4:00 p.m. and leaving the neighborhood on foot to go to East Chapel Hill High School. 

The Chesley Homeowners Association, in conjunction with Town staff, surveyed residents and solicited comments regarding the requested change in on-street parking regulations. 85% of the surveyed residents supported the on-street parking restrictions described above.  

Based on the survey results and our field observations, we recommend establishing a three-hour time limit for on-street parking between the hours of 8:00 a.m. and 4:00 p.m. Monday through Friday on the following streets:

If the Council enacts the attached ordinance, Town staff would install the appropriate parking regulation signs and request enforcement activities in this area to the extent possible with available resources.

 

RECOMMENDATION

 

We recommend enactment of the attached ordinance that would establish a  three-hour time limit for on-street parking between the hours of 8:00 a.m. and 4:00 p.m. Monday-Friday on several streets in the Chesley neighborhood.
