Application for the Chapel Hill Public Library Expansion Special Use Permit Modification

Meeting Date:

Recommendation:

That the Council approve a Special Use Permit Modification for the Chapel Hill Public Library Expansion application with enactment of Revised Resolution A (Attachment 3) as attached to the Addendum Memorandum to the Staff Report dated, October 24, 2007 with the following changes:

 

Land Use Intensity: Reduce the number of parking spaces from 242 to 228.

 

Library Drive On-Street Parking: That this permit does not authorize on-street parking spaces on Library Drive .

 

Southern Parking Lot Vehicular Parking and Book Drop:  That the southern parking lot include 1-way vehicular circulation and a book drop.

Vote:

9-0

Ayes:

Mark Broadwell, George Cianciolo, Kathryn James, Gretchen MacNair, Laura King Moore, Scott Nilsen, Amy Ryan, Jonathan Whitney, and Robin Whitsell.

Issues Raised:

1.  A Commissioner believed the Town project should endorse parking minimums.

 

2.  A Commissioner believed that the parking area on Library Drive creates an unsafe traffic situation for vehicles backing into Library Drive and should not be included with the project.

 

3.  A Commissioner believed that 1-way traffic in the southern parking lot would be a safer vehicular movement and that a book drop in the parking lot could alleviate parking needs.
