Chapel Hill Cemetery Advisory Board

 

Consists of five voting members appointed by Town Council to serve staggered terms of three years, with one reappointment possible for total of 6 consecutive years.  All members of the Board will be Chapel Hill residents. Selection criteria are: a vested interest in the Chapel Hill cemeteries (own plots in a cemetery, have family members in cemetery, etc); or, a relevant interest (minister, funeral director, historic preservationist, etc).  In addition to its voting members, ex-officio members will include a Town employee mandated for oversight of the cemeteries, a representative from the Preservation Society of Chapel Hill (preferably its Executive Director), and a representative from the University of North Carolina at Chapel Hill (preferably its Campus Historic Preservation Manager).  The Board will have oversight for all Chapel Hill cemeteries, but especially provide guidance for the Old Chapel Hill Cemetery, with its historic importance and its critical town-gown interface.

 

The Cemetery Advisory Board shall:

  1. Receive, consider, study and evaluate all concerns of citizens concerning the cemeteries and make appropriate recommendations and suggestions to the Town Council and Town Manager.
  2. Maintain a continuing oversight over the care and maintenance of the town cemeteries, and report any concerns and needs to the Town Council.
  3. Review any Town Council actions related to the cemeteries prior to enactment and provide input to the Council on these matters.
  4. Review, comment and prioritize projects utilizing annual disbursements in Town budgets for historic preservation, or review and comment on any extraordinary maintenance expenses to cemeteries.
  5. Prepare and annual report to the Town Council and Town Manager on the cemeteries, highlighting overarching long-term as well as critical short-term needs, and undertake any special studies that the Town Council may request.

Any fiduciary interest in any outcomes on actions taken by the Board shall be disclosed prior to any action taken by vote of the Board.
