REPORT ON OCBORDC MEETING HELD APRIL 17, 2008

The Orange County Bill of Rights Defense Committee heard Shoshannah Smith explain the workings of the Orange County Human Rights and Relations Commission as its Director: her role as staff attorney is to accept
complaints of county residents and refer them to appropriate agencies for
resolution. As Director she also works with the 17 county members of Human
Relations Commission, appointed by the County Commissioners, who may play a role in advocacy.  The HRC is interested in many of the same issues as OCBORDC.

A decision was made to present a Resolution to Establish a Civilian Review
Board
(CRB) at the Chapel Hill Town Council Meeting, Monday, April 28, 7 pm. To prepare the resolution, the ACLU guidelines from

and the edited version of the proposal prepared by Dan Pollitt, Barry
Freeman, and Janie Freeman will be used; Barry Freeman will make the
presentation. Groups sponsoring this resolution are OCBORDC, the NAACP--Chapel Hill-Carrboro Branch, and Women's International  League for Peace and Freedom--Triangle Branch. Most important is to have an independent civilian review board, not a civilian review of an investigation conducted by a police internal affairs bureau.

PROPOSAL:
In light of Chapel Hill's long and distinguished record as a progressive
town and a leader in Southern government, we propose establishment of a
Citizens Review Board.
PURPOSE
  To establish closer citizen/police understanding and to give community
residents a process for a review of complaints about treatment by police
  To provide suggestions to the police department about training and
procedures by the department.
COMPOSITION
  A former Mayor
  A former District Court Judge
A former Town Council Member
One representative from:
  NAACP—Chapel Hill-Carrboro Branch
  the Hispanic Community
  the Interdenominational Ministerial Alliance
  the UNC Student Government
OBSERVERS AND RESOURCE PERSONS
  the Town Manager
  Representative from the Town Council
  Member of the police department
PROCEDURE
  A staff person at Town Hall shall be designated as secretary to receive
complaints from the public.
  The Police Review Board shall meet in called session in response to
specific citizen concern or complaint.  There shall be notification of all
members to the called meeting and a quorum of three required to hear
complainant and police response.  Such a meeting shall be called within 30 days of the complaint.
  A public report shall be made on the outcome.
3. A check of $50 from the account of Orange County Bill of Rights Defense
Committee will be sent to support legal expenses of Dr. Sami Al-Arian, held
unjustly since February 20, 2003. In today's NYT:

4. A check of $60 from the account of Orange County Bill of Rights Defense
Committee and collection from participants will be sent to Alan McSurely in support of NC vs Tamara Tal.

5.Everyone is encouraged to telephone the Hampton Roads Regional Jail
(757-488-7500) to protest the abuse Sami Al-Arian is receiving there.
