Grant Project Ordinance for the 2008-2009 Community Development Entitlement Program

PURPOSE

 

The attached budget ordinances would: (1) establish a Community Development Grant Project Ordinance for 2008-2009; and (2) amend prior year Project Ordinances to reallocate residual Community Development funds from Fiscal Years 2001-2007.

 

The amount of residual Community Development funds that were approved for reallocation by the Council on April 28, 2008 has been reduced by seventeen dollars ($17) from $20,193 to $20,176. Adoption of the attached resolution would reflect this change to the plan for the use of 2008-2009 Community Development funds by reducing the budget for Neighborhood Revitalization activities from $40,667 to $40,650.

 

BACKGROUND AND DISCUSSION

 

On April 28, 2008 the Council approved a plan for the use of $595,033 of Community Development funds for 2008-2009 and authorized submittal of a Consolidated Plan to the U. S. Department of Housing and Urban Development.  This amount includes $574,840 of 2008-2009 Community Development Block Grant funds and $20,193 of residual funds from prior year Community Development Grants. 

 

SUMMARY

 

The 2008-2009 Community Development allocation of $574,840 will be used for the following activities:

 

1.  Public Housing Modernization, Refurbishing, Appliances                  $200,000

2.  Orange Community Housing and Land Trust

Homeowner Assistance                                                            $100,000

3. Comprehensive Rehabilitation Program                                             $ 35,000

4.  Neighborhood Revitalization Program                                              $  20,474

5.  Community Alternatives for Supportive Abodes Renovation             $  30,000

6.  Community Services                                                                        $ 74,466

            CH Police Dept. Youth Employment Program               $29,466

Chapel Hill Training Outreach Project/

Family Resource Center After School Program             $15,000

Chapel Hill Carrboro YMCA                                       $15,000

Real Change from Spare Change                                  $15,000

7. Administration                                                                                 $114,900

As stated above, the total amount of residual Community Development funds was reduced by seventeen dollars ($17) from $20,193 to $20,176.  To complete the revised 2008-2009 Community Development plan for $595,016 the attached Ordinances reallocate residual funds from prior year projects that are completed but had remaining balances to the Neighborhood Revitalization activities within the same Fiscal Years.  Below, please find a summary of the reallocation for residual Community Development funds organized by Fiscal Year.

RECOMMENDATION

 

We recommend that the Council adopt the attached resolution approving activities for the 2008-2009 Community Development Block Grant program.  The resolution approves a 2008-2009 program plan for $595,016, which is seventeen dollars ($17) less than the 2008-2009 program plan approved by the Council on April 28th, 2008. 

 

We also recommend that the Council enact the attached ordinances [2008-06-09/O-5a, 2008-06-09/O-5b, 2008-06-09/O-5c, 2008-06-09/O-5d, 2008-06-09/O-5e, 2008-06-09/O-5f, 2008-06-09/O-5g]  to: (1) establish a Community Development Grant Project Ordinance to include the 2008–2009 Community Development grant of $574,840; and (2) amend the prior year Community Development Entitlement Grant Project Ordinances to reallocate a total of $20,176 of residual funds.
