PURPOSE

The attached resolution would authorize the Manager to purchase a fire pumper for use by the Fire Department based on the bid by KME Fire Apparatus, Inc. at a cost of $403,377.86.

Funding for this purchase is included in the Vehicle Replacement Fund established by the Council. 

DISCUSSION

The purchase of this fire truck to replace Engine 32 on front line service at Fire Station #2 is included in the Vehicle Replacement Fund.  The truck would be the primary responding unit from Fire Station #2.  Delivery time for this type of fire truck is 320 days from the time of order.

The fire truck was designed by Fire Department personnel to meet the specific fire protection challenges of responding to incidents on the campus of UNC, along the corridor of Fordham Boulevard and surrounding areas including the central business district.  The fire truck is a full sized fire pumper equipped to carry 500 gallons of water and includes a full complement of ground ladders, equipment and hose needed to suppress fires and respond to other emergencies.

Attachment A details responsiveness of the bids evaluated by Fire Department staff. Although there were five total bids the detail in Attachment A is limited to the three lowest bids. KME submitted the low bid of $409,275 and the bid was responsive to all but a few minor items in the bid package.  Additional clarification and discussion with the vendor has resulted in an adjusted price of $403,377.86 including the performance bond. The other bids submitted were from Pierce Manufacturing, Seagrave, Alexis and Ferrara Fire Apparatus. Although these bids were also responsive, they significantly exceeded the amount budgeted in the vehicle replacement fund.

The cost for replacing Engine 32 was originally estimated at approximately $405,000. The recommended (adjusted) bid is within that budget.

BID PROCEDURES

Specifications and bid notices were distributed to twelve (12) vendors in North Carolina, South Carolina, Virginia and Alabama.

The Notice to Bidders was published in The Chapel Hill News classifieds on Sunday, February 24, 2008 and posted on the Town’s Website on Friday, February 22, 2008.  Five (5) bids were received and opened on March 20, 2008.  The bids received were as follows:

The bid by KME Fire Apparatus, Inc. meets over 99% of the specifications and is the lowest responsive bid.

RECOMMENDATION

That the Town Council adopt the attached resolution authorizing the Manager award bids for a Fire Pumper to KME Fire Apparatus, Inc. for the bid price of $403,377.86.
