Enactment of Ordinance for Two-Hour Metered Parking Spaces on West Franklin

PURPOSE

 

Enactment of the attached ordinance would establish two-hour metered parking spaces on the south side of West Franklin Street between Mallette Street and Columbia Street.

 

We recommend that the Council enact the attached ordinance.

 

BACKGROUND AND DISCUSSION

 

At its November 24, 2008 meeting, the Council approved a plan for replacement of public parking during the construction of the 140 West Development on Parking Lot 5 at the corner of West Franklin, Church, and West Rosemary Streets.  The approved plans include establishment of metered parking spaces on the south side West Franklin Street between Mallette Street and Columbia Street.

The N.C. Department of Transportation recently approved the subject metered parking spaces and the enactment of the attached ordinance would formally establish 14-two hour metered parking spaces on the south side of West Franklin Street.

We anticipate the cost of adding the parking meters would be approximately $6,000, plus the incidental costs of striping.  Anticipated revenues are estimated to be about $20,000 per year.  The Town Council approved a budget amendment for this expenditure and revenue at their November 24, 2008 meeting.

RECOMMENDATION

 

We recommend that the Council enact the attached ordinance that would establish two-hour metered parking spaces on the south side of West Franklin Street between Mallette Street and Columbia Street.
