PURPOSE

Attached to this cover memorandum is a copy of the Summary of Key Interests document on the Carolina North process.  This document is located at the following web page link:

BACKGROUND

The Summary of Key Interests document seeks to provide a summary of the comments/questions that have been raised during the various Carolina North meetings and the Town’s associated dialogue with the University.  This summary begins with the Joint Town Council-UNC Board of Trustees Work Session on September 25, 2008, and continues forward to March 23, 2009 when the Council received an update on the Carolina North process from David Owens.   In addition to comments received during Council Business meetings and the Joint Town Council-UNC Board of Trustees Work Sessions, the document also includes comments from Council work sessions, Carolina North Public Information meetings, petitions received on Carolina North and emails received at the [email protected]

The Summary of Key Interests document is continually updated.  Updated documents are typically posted on the Town’s web page on a weekly basis.  We anticipate that comments from the Public Information Meeting on April 1st and 16th and the Council’s April 8th work session will be posted at the end of next week.

CROSS REFERENCING COMMENTS TO THE DEVELOPMENT AGREEMENT

During the course of the Carolina North planning process, there have been multiple comments/questions regarding a broad range of key interests.  In order to better understand these key interests, the interests are organized according to subject and/or category.  This approach allows the reader to cross reference how a particular comment/question is being address. Issues are identified as either being: 1) general and process-related; 2) as being specifically related to standards and mitigation measures in Exhibit E of the Development Agreement; or 3) other. 

We are currently beginning a process to cross reference the comments in this document with the proposed Development Agreement.  Most of the comments in this document are already cross referenced into specific categories; for example each of the 26 Standards in Exhibit D includes a hot link to related comments. We anticipate completing the cross referencing task with the remaining comments in this document within the next few weeks.
