| Background: In June of 2009, Orange County and the Towns of Chapel Hill, Carrboro and Hillsborough submitted a joint application for funding through the Edward Byrne Memorial Justice Grant, with the Orange County Sheriff’s Department serving as the lead agency on the mission. The Byrne Grant is a federal program that allocates money to local and county governments for law enforcement purposes. | |||
