Title of Agenda Item: Approve Agreement between the Town and the University for Traffic Signal Upgrades in the Campus Area. (R-4)

Council Goal 4:  Maintain and Improve Community Facilities and Services.

Background: As part of the University Development Plan, The Town Council approved several traffic safety measures for improving pedestrian and bicycle access, circulation and safety on Fordham Boulevard between Manning Drive and Old Mason Farm Road.  The Town Council required that the University implement these safety measures as part of its Development Plan. The Town Council also approved installation of a new traffic signal at the intersection of Mason Farm Road and East Drive. The University approached the Town to assist them in bidding and constructing the above measures.

Fiscal Note: The University will reimburse one hundred percent (100%) of the actual cost of all work performed including construction costs and Town staff time for bid preparation, advertisement, contract administration and inspection. The Town will maintain the traffic signal at the intersection of Mason Farm Road and East Drive. The Town currently maintains the traffic signals at Fordham Boulevard/Manning Drive and Fordham Boulevard/Old Mason Farm Road and NCDOT provides reimbursement to the Town.

Recommendations: That the Council authorize the Town Manager to enter into an agreement with University of North Carolina at Chapel Hill for upgrades to traffic signal measures.
