SUBJECT: Municipal Agreement Between the Town and the State for Millhouse Road Improvements
DATE: November 24, 2003
The attached resolution would authorize the Town Manager to execute a Municipal Agreement with the North Carolina Department of Transportation to accept State funds for relocation of the Millhouse Road railroad crossing and for installation of a traffic signal at the intersection of Millhouse Road and Eubanks Road. Please see the attached map.
The Manager recommends adoption of the resolution.
BACKGROUND AND DISCUSSION
In response to a request submitted earlier this year, the State Transportation Board Member representing our area, Mr. J. Douglas Galyon, has allocated $135,000 for improvements on Millhouse Road associated with the Town Operations Center preliminary concept plan recently approved by the Town Council. The Town is not required to provide any matching local funds to receive these State funds. The projects approved for funding are as follows:
Project #1 – Relocate the existing Millhouse Road railroad crossing to the north to align properly with the entrance road to the Town Operations Center facilities.
Estimated Cost: $45,000
Project #2 – Install traffic signal at the intersection of Millhouse Road and Eubanks Road.
Estimated Cost: $90,000
The Town would be responsible for having these improvements designed and constructed. All costs would be documented and submitted to the State for reimbursement in accordance with the Municipal Agreement.
That the Council adopt the attached resolution authorizing the Town Manager to execute a Municipal Agreement with the State to accept funds for Millhouse Road improvements associated with the Town Operations Center.
