MEMORANDUM

TO:                  Mayor and Town Council

FROM:            W. Calvin Horton, Town Manager

SUBJECT:      Response to a Petition Requesting Installation of Pavement Markings on Weaver Dairy Road Extension

DATE:            September 7, 2004

The following report responds to a petition from Mr. Jay Brenman requesting expedited installation of pavement markings on the segment of Weaver Dairy Road Extension between Airport Road and Rowe Road.

Pavement markings for left-turn lanes at several locations on Weaver Dairy Road Extension between Airport Road and Rowe Road have been completed by Town forces, and the Town’s pavement marking contractor will complete the bike lane striping within the next three weeks.

BACKGROUND AND DISCUSSION

At its June 30, 2004, meeting the Town Council received and referred a petition from Mr. Jay Brenman requesting the installation of pavement markings on a segment of Weaver Dairy Road Extension west of Airport Road.  A copy of the petition is provided in Attachment 1.  Mr. Brenman expressed concern that speeding is a problem on the Weaver Dairy Road Extension, exacerbated by the lack of adequate pavement markings.

Weaver Dairy Road Extension west of Airport Road is currently maintained by the Town and the posted speed limit is 25 mph.  Weaver Dairy Road Extension between Airport Road and Rowe Road is constructed with a raised center median and 20-foot wide pavement on each side of the median.  Median openings and turn lanes for left-turning vehicles are provided at three intersections.  The portion of the Weaver Dairy Road Extension between Rowe Road and Laurens Way is a two-lane cross section with a bike lane on one side, and no center median.

Attachment 2 is a map of Weaver Dairy Road Extension.

Before submitting his petition, Mr. Brenman called the Engineering Department and requested the installation of pavement markings and additional speed limit signs on Weaver Dairy Road Extension.  The requested speed limit signs were installed in May.  Also, the Town Police Department has implemented periodic enforcement of speed regulations on Weaver Dairy Road Extension.

Pavement markings for left-turn lanes at several locations on Weaver Dairy Road Extension between Airport Road and Rowe Road have been completed by Town forces, and the Town’s pavement marking contractor will complete the bike lane striping within the next three weeks.
