SUBJECT:        Setting Charge, Composition, and Schedule of Work for Horace Williams Citizens Committee

 

DATE:              June 24, 2002

 

 

During planning sessions on January 18 and January 28, the Council discussed potential goals for 2002-03.  One of the goals formally established by resolution on April 8, 2002, was to “prepare for discussions with the University about their forthcoming proposals to develop the Horace Williams tract.  Include public forums conducted by the Council in any process for considering the University’s Horace Williams development proposals.”

 

The Council has named two Council members to serve on the Chancellor’s Horace Williams Planning Advisory Committee and has recommended to the Chancellor the appointment of two citizens to that Committee.

 

I recommend that the Council proceed to create a citizens committee that would review available information about potential development of the Horace Williams property and identify key issues for further consideration by the Council.

 

To achieve this, I request that a committee of Council members be formed to set the charge, composition, and schedule of work for this citizens committee.  Once the Council committee has completed its tasks, a citizens committee would be appointed to carry out the schedule of work.

 

 At a later time, a Mayor’s Committee would be appointed that would engage in any discussions with the University about any proposed development at the Horace Williams property.

 

Adoption of the attached resolution would appoint a Council committee to set the charge, composition, and schedule of work for the Horace Williams Citizens Committee.


A RESOLUTION ESTABLISHING A COUNCIL COMMITTEE TO SET A CHARGE, COMPOSITION, AND SCHEDULE OF WORK FOR A CITIZENS COMMITTEE TO IDENTIFY KEY ISSUES OF CONCERN ABOUT POTENTIAL DEVELOPMENT OF THE HORACE WILLIAMS TRACT (2002-06-24/R-28)

 

WHEREAS, the Council adopted on April 8, 2002, a resolution setting the Council Goals for 2002-2003; and

 

WHEREAS, one of the goals was to prepare for discussions with the University about their forthcoming proposals to develop the Horace Williams tract;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby appoints the following Council members to the Council Committee to set a charge, composition, and schedule of work for a Horace Williams Citizens Committee:

BE IT FURTHER RESOLVED that the Council Committee will report its recommendations to the Council at a future Council meeting.
