Meeting with Cal Horton, 5-14-03, 9:00-9:45 am, First Floor Conference Room

 

Attendance: Cal Horton, Travel Watkins, Susie Whaley, Pam Eastwood, Felix Bloch, Mona Nazir, Maggie Burnett, Lisa Parker, Amy Harvey, Deborah Squires, and Than Austin

 

How do you (Cal) want to hear from us?

v      No bounds (limits) on what to be considered  

Ø       Some ideas will be pursued and some will lack viability

v      Do things as they come up, don’t wait for full blown ideas

v      Communicate however you (EF) need

Ø       Cal will come to meetings

Ø       Group to share tentative preliminary thoughts (“half-baked ideas”)

Ø       Writing, ok

Ø       Can invite other Managers or Department Heads to meetings to provide insight as well.

v      Now that we (EF) have gotten somewhat organized, one of the first major things we would like to do is a survey to see what employees want/need

v      Example-Language instruction-Spanish

Ø       (EF) Discuss topic-send forward idea with all sides represented (to Cal), no matter if there are opposing views

Ø       Ideas don’t have to be fully developed

Ø       Suggestions good, but not necessary

v      Make recommendation in outline form- might be a good way to organize one form of communication

v      Warned not to figure out the “how-to”, how do you (Cal) feel about that?

Ø       Can make suggestion of how-to if you (EF) have ideas, but full ideas are not necessary.

v      Who will be implementing ideas?

Ø       Work as a group--Managers à Dept. Heads à to whoever could make it happen

v      Budget limitations – Timing  

Ø       Should present idea by January to get it accomplished in the Fall, if it will take large budgetary considerations

v      What is our (EF) relationship with the Town Council?

Ø       None directly- Manager to be liaison (to work with the group- and more than likely accomplish many goals without direct Council direction)

Ø       Although anyone can go directly to the Council if you feel that it is needed. 

Ø       Need to have an accurate and efficient approach

v      Cal, do you think that we are meeting your goals for our group?

Ø       Yes- you are figuring out what you want to do and how to get it done

Ø       I have a concern about attendance.         

Ø       Willing to offer support if the problem is work related and can help to facilitate understanding of importance to a supervisor.

§         If someone realizes that this is not what they thought that it would be and we (EF) need to hold a new election for a specific dept then that can be done too.

§         (Cal) Willing to help in any way possible to get strong attendance.

v      We (EF) may be further ahead on some ideas than we thought and can start to get some of these “half-baked” ideas to the manager.  And continue to “bake” other ideas.

v      We had 27.5% attendance of EF members today.

v      Need to keep at least a meeting summary so that we know what we have discussed and everyone will know what we are accomplishing.

v      What level does the Council get involved?

Ø       Policies- some manager support/some Council involvement

Ø       Existing Budget- Manager can help to accommodate minor changes.

Ø       Entirely new things- then may need to get Council Approval

Ø       Ordinances- Council will need to change

Ø       Some things are prohibited by State or Federal regulations and can not be changed, but are not likely to interfere

v      HR helped to get us (EF) together and generally organized.  What is their future role/purpose?

Ø       Advisor and Facilitator

§         Can help to find and use resources   

·         Setup meeting rooms, refreshments at EF meetings, etc.

§         Work with expenses

Ø       Can provide staff support as needed to the Committee, in a timely manner
