Town Council Community Forum on Municipal Wireless Services

2. Presentations:

Casey Lide, Associate Attorney, Baller Herbst Law Group, Washington, D.C.

Mr. Lide is an associate attorney with The Baller Herbst Law Group, PC, a national law firm based in Washington, D.C., and Minneapolis, Minn., that specializes in representing local governments and public power utilities in matters involving telecommunications, cable television, high-speed data communications, Internet access and wireless telecommunications. Prior to joining Baller Herbst, Mr. Lide worked in-house for Digital Signature Trust Co., a leading provider of Internet security and authentication tools. He has also served as director of policy and networking programs for EDUCAUSE, a national information technology association of higher education institutions, where he was responsible for representing the association on a variety of legislative initiatives, including implementation of the Telecommunications Act of 1996 and the Digital Millennium Copyright Act.

 

Dr. Ray Reitz, Chief Technology Officer, Chapel Hill-Carrboro City Schools
Dr. Reitz has worked on technology integration projects in business, government, and educational settings for more than 20 years. He also has served as a research editor for Phi Delta Kappa, a member of Compaq Computer Corporation’s Educational Advisory Council and the American Association of School Administrators (AASA) Technology Task Force. He holds a bachelor’s degree in communications from SUNY-Buffalo, a master’s degree in instructional technology from Rochester Institute of Technology, and a doctorate in education from Indiana University.

Dr. Shannon Howle Schelin, Director, Center for Public Technology,
UNC-Chapel Hill School of Government (Moderator)

Dr. Schelin is the director of the Center for Public Technology at the University of North Carolina’s School of Government. She is also a faculty member and teaches several courses in the Masters of Public Administration program, including research methods, program evaluation and public policy analysis. Dr. Schelin designed and implemented the first local government Chief Information Officers Certification program in the nation. She received a doctorate in public administration from NC State University, a master’s degree in public administration from UNC-Charlotte and bachelor’s degree from UNC-Chapel Hill.

Chad Johnston, Executive Director, The Peoples Channel, Chapel Hill, N.C.
Mr. Johnston is executive director of The Peoples Channel, Chapel Hill’s public access television station and community technology resource center. He also serves as a board member for the national and southeast region of Alliance for Community Media, a non-profit organization based in Washington, D.C., representing more than 3,000 Public, Educational, and Government (PEG) access TV stations around the country. He is a graduate of Antioch College, where he studied theater and moving image media with a focus on social change.

Lynda Goff, Executive Director, WinstonNet, Winston-Salem, N.C.
Ms. Goff is executive director of WinstonNet, a community technology nonprofit. She has more than 30 years in the computer field in the corporate arena for Pacific Telephone, in small business as owner of a financial and accounting services business, and in academia at Wake Forest University, where she established the first Project Management Office for the Information Systems Department. She created the “Thinkpad U For the Class of 2000,” a program where all students received laptop computers upon entering the university. In 2003, she began with WinstonNet to help community-based technology projects. She has published several articles and wrote a book chapter on “Technology Support” for the case study in “Electronically Enhanced Education.”
