SUMMARY OF PLANNING BOARD ACTION

SUBJECT:                              Northside Neighborhood Conservation District Zoning Atlas Amendment

MEETING DATE:                 December 16, 2003

RECOMMENDATION:      The Planning Board recommends that the Town Council amend the Zoning Atlas to create a Northside Conservation District and adopt the Northside Neighborhood Conservation District Plan as drafted by the Northside Neighborhood Conservation District Committee.  Only one aspect of the committee draft was questioned.  Although we support the 40% front yard parking requirement, one member proposed that it be even more restrictive for Northside, 30-35%.  Please consider.  Finally, the Planning Board also indicated its support of a residential parking permit system for the neighborhood.

VOTE:                                    5-1

Ayes:  Tim Dempsey, Rebecca Boyles, Thatcher Freund, Suzanne Haff, Nancy Milio

Nays:  Nancy Gabriel

COMMENT:                         Nancy Gabriel voted against the recommendation because she opposed the proposed ban on duplexes and favored using design guidelines instead.
