The Town-owned surface parking lot is identified as an "major opportunity area" in the Downtown Small Area Plan, which cites the potential for development that "creates a visual bridge to unify east and west sections of Downtown." Recent development of a corner surface parking at the northwest corner of Church and Franklin Streets has helped bridge a portion of the gap in the street wall on Franklin Street discussed in the Small Area Plan.
Traffic counts conducted in 2001 totaled 18,000 on the stretch of West Franklin Street just west of the Columbia Street intersection. 12-hour pedestrian counts taken in 2001 totaled 2,313 on West Franklin Street (east-west movement), and 647 on Church Street at Franklin Street (north-south movement).
