The Town has issued a Request for Proposals to five firms selected based on their responses to the Request for Qualifications. These development teams have been invited to submit detailed technical proposals in response to a Request for Proposals. Deadline is May 2, 2005.

for Qualifications
The Town issued a Request for Qualifications inviting developers to respond with statements of qualifications as a first step toward selecting a developer for the project.

Financial Feasibility Analysis
The financial
feasibility analysis examines key issues, including costs
associated with the project, how the public-private
development could be financed, and options for phasing the
development of the sites over time. Click below for the

Conceptual Master Plans
Town Council-Adopted Master Plan Concepts (6/14/04). Stainback Public-Private Real Estate will conduct a financial feasibility/cost estimation analysis on the following concepts. View PowerPoint presentation (high-speed connection required)
OPTION "A" (pictured above)
- Parking Lot #5: Large outdoor public space, with retail and housing and an underground parking facility.
- Parking Lot #2: Under-grade transit transfer center, outdoor public space, retail and housing above. Parking would be provided at the RBC-Centura Bank Site in a six-level parking garage with approximately 60 spaces per level.
- Wallace Parking Garage and Adjacent Town-Owned Site: Housing above the Wallace parking deck, housing and retail at Henderson Street, possible extension of parking garage.
In addition, the Council adopted two alternative options for consideration, in order of preference:
OPTION "B"
- Removal of the RBC parking deck
- Reduction in the amount of housing on Lot #2
- Increase in the amount of housing and parking at Lot #5 and the Wallace Parking Deck property
OPTION "C"
- Removal of the RBC parking deck
- Removal of the underground transfer station and replacement with an on-street transfer station
- Construction of underground parking on Lot #2 as needed
Council Committee on Lots 2 and 5: Preferred Options (5/26/04) The Town Council will consider options for proceeding on June 14, 2004.
- Parking Lot #5: Large outdoor public space, with retail and housing and an underground parking facility. Developed by HKS following 5/24 Council Committee meeting and Council Public Forum.
- Parking Lot #2: Under-grade transit transfer center, outdoor public space, retail and housing above.
- Wallace Parking Garage and Adjacent Town-Owned Site: Housing above the Wallace parking deck, housing and retail at Henderson Street, possible extension of parking garage.
- RBC-Centura Bank Site: Six-level parking garage with approximately 60 spaces per level. Streetlevel retail space on Rosemary Street.
