A RESOLUTION AUTHORIZING THE TOWN MANAGER TO CONTRACT FOR SERVICES WITH CLARION ASSOCIATES TO PREPARE A MASON FARM/WHITEHEAD CIRCLE NEIGHBORHOOD CONSERVATION DISTRICT AND ESTABLISHING A CONSENSUS STRUCTURE FOR CITIZEN PARTICIPATION IN THE PROCESS (2006-06-26/R-24a)

 

WHEREAS, the Comprehensive Plan has a goal of protecting the physical and social fabric of Chapel Hill’s neighborhoods; and

 

WHEREAS, the Town’s Land Use Management Ordinance includes provisions for creation of overlay zoning districts to preserve and protect older neighborhoods in order to meet the Town’s Comprehensive Plan goal; and

 

WHEREAS, the Mason Farm/Whitehead Circle neighborhood representatives have petitioned Council to consider initiating a Neighborhood Conservation District process for their neighborhood; and

 

WHEREAS, Clarion Associates has submitted a proposal to undertake the development of a Mason Farm/Whitehead Circle Neighborhood Conservation District;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council directs the Town Manager to contract for services with Clarion Associates, to consist of preparing a Neighborhood Conservation District for the Mason Farm/Whitehead Circle neighborhood using a process as generally specified in the Clarion Associates proposal submitted to the Town on June 16, 2006 at a cost not to exceed $25,000.

 

BE IT FURTHER RESOLVED by the Council that the process shall involve a consensus structure for citizen participation in the process.

 

BE IT FURTHER RESOLVED by the Council that the consultant work shall include regular review by the Planning Board to provide updates and receive input on the progress of the project.
