A RESOLUTION AUTHORIZING INSTALLATION OF SCHOOL ZONE FLASHING LIGHTS ON SEVERAL STREETS (2006-09-27/R-10)

WHEREAS, at its May 22, 2006 meeting, the Council received a petition from the Berryhill Homeowners’ Association and Frank Porter Graham Elementary School Governance Committee requesting installation of school zone flashing lights on Smith Level Road near the Frank Porter Graham Elementary School; and

WHEREAS, Town staff received several citizen requests for installation of school zone flashing lights on Culbreth Road near the Grey Culbreth Middle School; and

WHEREAS, the Go! Chapel Hill Active Living by Design Advisory Committee - Active Routes to School Program recommended installation of school zone flashing lights on Estes Drive near Guy Phillips Middle School and Estes Elementary School and on Ephesus Church Road near Ephesus Elementary School; and

WHEREAS, the Council is interested in taking measures to improve traffic safety near schools in Chapel Hill; and

WHEREAS, the Council received a staff report with recommendations for installation of school zone flashing lights at several locations near schools in Chapel Hill;

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby authorizes the Manager to use $21,000 from 2003 Sidewalk and Street Improvements Bonds (earmarked for traffic calming and neighborhood pedestrian safety improvements) for installing school zone flashing lights on the following streets:

  1. Estes Drive (for Guy Phillips Middle School and Estes Elementary School, $6,000)
  2. Ephesus Church Road (for Ephesus Elementary School, $6,000)
  3. Culbreth Road (for Grey Culbreth Middle School, $6,000)
  4. Smith Level Road (for Frank Porter Graham Elementary School, $3,000)
