Location and Directions

The Stormwater Management Division’s offices are located on the second floor (entry level) of 208 N. Columbia Street, two lots down from the corner of East Rosemary and North Columbia Streets.  Visitors may park in the 2nd Floor Visitors space in the building’s lot. More parking is available in any of the nearby pay parking lots.

Billing Problems

Many of your questions about billing and your stormwater fee may be answered on our web pages. Visit the Billing & Funding section under Stormwater Programming for information on how bills were calculated. Please call us if you have questions about your billing or need additional information regarding the appeals process.

Drainage Problems

For any drainage problems, questions, or comments, you may call the Stormwater Management Program office at 919-969-7246 or submit a Stormwater Inquiry/Comment form. You may scan this form and email it as an attachment, or FAX it to us at 919-969-7276. You may also email a description of your problem: include your name, contact information, address of the drainage problem, and a brief description. You may attach digital photos or PDF files to your message if you have some; please limit total attachment size to 500KB.

The Town has responsibility for drainage and related maintenance in Town rights-of-way and properties. To report a non-emergency problem in these areas involving flooding, erosion, or other drainage matters, or to report damaged or non-functional stormwater structures (such as clogged curb inlets), please call the Drainage Right-of-Way Supervisor at the Town's Public Works Department at (919) 968-2796 between 8 am and 5 pm on a weekday. For drainage problems involving State-maintained roads, the Town will contact the NC Department of Transportation.

For drainage problems involving developed private property, such as within or between two private properties, the Town may provide informal technical information and advice. In some circumstances, the Town participates in the cost of drainage improvements which involve public benefits through the Drainage Assistance Program. Flood Zones and Flood Insurance

If your property is within FEMA's 100-year Floodplain, you may be eligible for assistance in preventing flood damage through the National Flood Insurance Program. Information on this and other flood-related programs can be found on our Flood Insurance page.

Soil Erosion and Sediment in Streams

To report problems with soil erosion or sediment accumulation in streams, please contact Orange County Erosion Control at

Dumping and Illicit Discharges

To report suspected illicit dumping or discharges contact Stormwater Management directly at the above phone number or e-mail. For witnessed incidents of illegal dumping into streams or storm sewers, or in the case of a toxic or potentially harmful spill, dial 911 and file a report.
