SUBJECT: Budget Amendment for Percent for Art Pooled Projects and for Art Grant

The purpose of the attached budget amendments is to provide pooled funds for the Percent for Art Plan and to accept a grant from the North Carolina Arts Council on behalf of the Chapel Hill Public Art Commission.
BACKGROUND
The Council adopted the 2005-06 Public Art Plan on May 23, 2005. The Plan requires that the Town pool the Percent for Art Funds for several projects in the current year’s budget: repairs to Fire Station #2, the Library, the Parks and Recreation Administration Building and parking lots for trails; Americans with Disabilities Act Ramps; Small Park Improvements; Greenways and Cemetery Beautification. One percent of the funding for each of these projects has been recommended for allocation for Percent of Art.

The projects are budgeted in the Town’s annual Capital Improvement Program Fund. Because the funds will need to accumulate over more than one year in order to provide adequate funds for an art project, we need to budget the funds in the multi-year Capital Project Fund. Combining the $3,250 planned for pooled art projects this year with the previous balance for pooled funds in the multi-year Capital Project Fund, would give a total available in pooled art funds of $9,170. Percent for Art funds for projects that are financed remain with the project budgets and, so, are not shown here.
In addition, the Town received a grant of $3,500 from the North Carolina Arts Council on behalf of the Chapel Hill Public Arts Commission. The attached amendment provides a budget to accept and use the funds in accordance with the grant requirements.
RECOMMENDATION
That the Council enact the attached budget ordinance amendments to transfer appropriated funds for the pooled Percent for Art projects from the Capital Improvement Fund to the multi-year Capital Improvement Fund and to budget for the $3,500 grant for the Chapel Hill Public Art Commission.
