SUBJECT:      Establishing Handicap Parking Space on Flemington Road

PURPOSE

The attached ordinance would establish a designated on-street handicap parking space at #18 Flemington Road to accommodate the needs of a physically handicapped resident.  Please see the attached area map.

We recommend enactment of the attached ordinance.

BACKGROUND AND DISCUSSION

We received a request for establishment of a designated on-street handicap parking space at #18 Flemington Road to accommodate the needs of a physically handicapped resident. 

We investigated the existing conditions and found that no driveway or off-street parking is available for residents of #18 Flemington Road. Under the current regulations, on-street parking is allowed by residential permit only on Flemington Road.  Only residents who have permits can park on the street.  We believe that establishment of the proposed handicap parking space would improve the likelihood that a convenient parking space would routinely be available to the handicapped resident of #18 Flemington Road.  We note, however, that the space would also be available for use by any handicapped driver with a valid vehicle hang-tag.

MANAGER’S RECOMMENDATION

That the Council enact the attached ordinance that would establish a handicap space at #18 Flemington Road.
