SUBJECT:      Acceptance of State Funds for the Construction of Sidewalks and Street Improvements at Martin Luther King Junior Boulevard, Culbreth Road and Fordham Boulevard.

The attached resolutions would authorize the Town Manager to execute five municipal agreements with the North Carolina Department of Transportation (NCDOT) to accept State funds for the construction of sidewalks and associated street improvements on State Roads in Chapel Hill. The attached ordinance would amend a capital projects ordinance to add the State funds to the Street Bond Capital projects fund.

 

Map 1 attached to this memorandum shows the locations of the proposed sidewalks.

 

We recommend adoption of the resolutions and enactment of the ordinance.

 

BACKGROUND AND DISCUSSION

 

On January 24, 2005, the Town Council approved a sidewalks construction plan for 2004-2005 which included eight projects located on State-maintained streets and authorized the Town Manager to apply for Direct Allocation funds from the Metropolitan Planning Organization to construct sidewalks and associated street improvements where appropriate. The Town was subsequently allocated State Transportation Direct Allocation (STPDA) funds for the following projects:

The Town is required to provide 20 percent in matching funds to receive this State money. We have set aside the required matching funds for these approved projects from the 2004 Sidewalk Bond sale.

 

Municipal agreements will need to be executed for each project to receive the allocated funds. The Town will initially need to fund the full project expense. Eighty percent of the project costs will be refunded on completion.

 

We anticipate the improvements will be completed primarily with contract services supplemented with Town forces where appropriate. All costs (contract and Town) will be documented and submitted to the State for reimbursement in accordance with the municipal agreements. We are preparing to put the work out to bid for construction later this year.

 

RECOMMENDATION

 

We recommend that the Council adopt the attached resolutions authorizing the Manager to execute Municipal Agreements with the State to accept funds for the construction of sidewalks and associated street improvements on State roads in Chapel Hill and that the Council enact the attached ordinance to add the State funds to the Street Bond Capital Projects fund.
