SUBJECT:Amendment to Council Calendar

The purpose of this memorandum is to recommend that the Council amend its
meeting calendar. Adoption of the attached resolution would do so.
DISCUSSION
At its Planning Session on January 12, 2006, the Council discussed and agreed in concept on a process to develop the 2006-07 budget.
Key features of the process discussed by the Council include:
Early March: Brief presentations by advisory board chairs of key budget issues identified by advisory boards.
Mid-March: Presentation by the Manager focusing on key services, policies and costs of potential base budgets in all departments and funds. Presentation by selected department heads limited to proposals for significant changes in services, policies, and costs in any department or fund.
Late March: Public forum on preliminary budget estimates and related issues.
The process would continue to include an initial Public Forum on the budget in January and the required Public Hearing in May, with adoption of a final budget in late June.
Below we show the present schedule (which was a “placeholder” until the Council determined a final schedule) and a proposed schedule reflecting the Council’s discussions.

Other Calendar Changes:
In addition to calendar changes related to the budget development process we propose the following changes to correct errors and take into account new information.
1) The original meeting calendar listed the Easter holiday incorrectly and resulted in unnecessary adjustments of the calendar. We recommend that the regular meeting now scheduled for Wednesday, March 29 be rescheduled to Monday, March 27 consistent with the Council’s normal schedule.
2) Easter Monday is not a Town holiday, but the Council in recent years has not scheduled meetings on that day. This year Easter Monday occurs on April 17th. We recommend that the Public Hearing now scheduled for April 17 be rescheduled to Wednesday, April 19.
3) \A Joint Planning Hearing was tentatively scheduled for Thursday, April 27 and now is planned for Thursday, May 11.
Adoption of the attached resolution would amend the Council’s calendar to reflect recommended changes.
