SUBJECT:      Request for Information About Police Stops

Recently there has been some publicity in the local media regarding our Police Department stopping motorists in order to check their registration and drivers licenses. The motorists contend that there was no other reason for their being stopped.

I would like our staff to report to the Council on how motorists are stopped in Chapel Hill, including whether motorists are stopped at random in order to check registration and licenses, but for no other reason. I would also like to know other procedures for stopping motorists, including sobriety checkpoints.
