A RESOLUTION AUTHORIZING THE OPENING OF NORTHFIELD DRIVE TO FULL VEHICULAR TO AND FROM THE CHAPEL RIDGE APARTMENTS COMPLEX (2006-03-06/R-4)

 

WHEREAS, the Chapel Hill Town Council approved a Special use Permit for Chapel Ridge Apartments in 2000; and

 

WHEREAS, the approved Special Use Permit for Chapel Ridge Apartments requires the developer/applicant to install traffic control measures including pedestrian amenities at the intersection of Martin Luther King Jr. Boulevard at Northfield Drive; and

 

WHEREAS, the applicant provided a payment-in-lieu for such traffic control measures and pedestrian amenities; and

 

WHEREAS, the Council approved Special Use Permit for Chapel Ridge Apartments restricted access to and from the apartment complex using Northfield Drive until such time that traffic controls and pedestrian amenities were installed at the intersection of Martin Luther King Jr. Boulevard and Northfield Drive; and

 

WHEREAS, the Council received a report from the Manager stating that the North Carolina Department of Transportation has approved and is constructing a traffic signal with pedestrian amenities at the intersection of Martin Luther King Jr. Boulevard and Northfield Drive; and

 

WHEREAS, the Council believes that said traffic signal with pedestrian amenities will provide for the safety of turning and pedestrian movements at the intersection, as stipulated;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to open Northfield Drive to full vehicular access to and from the Chapel Ridge Apartments complex at such time as the traffic signal with pedestrian amenities is fully operational at the intersection of Martin Luther King Jr. Boulevard and Northfield Drive.
