HOME Program Review Committee Report

 

Summary of Applications for

2006-2007 HOME Program Funding

 

 

1.      Chrysalis Foundation

 

The Chrysalis Foundation for Mental Health, Inc. requests $200,000 of HOME funds for the Orange County Homeless Relief Project to purchase and renovate (or build new construction if no adequate facility can be located) four small apartments in Orange County for the purpose of providing permanent housing to homeless disabled adults. 

 

Comment:  The Committee’s recommendation includes $100,000 for this request. 

 

2.      EmPOWERment, Inc.

 

EmPOWERment requests $250,000 of HOME Program funds to as a pool for subordinate second mortgages on properties in Orange County.  EmPOWERment intends to provide ten $25,000 second mortgages to qualifying households. 

 

Comment:  The Committee’s recommendation includes $159,000 for this request. 

 

3.      Habitat for Humanity

 

Habitat for Humanity submitted an application requesting $250,000 to assist with the development of twenty units in the Purefoy Drive Subdivision located off of Rogers Road.  Homes would be sold to households earning between 30 percent and 80 percent of the area median income.  Habitat intends to build an additional twenty to twenty five units in the development in 2007-2008.  Funds would be provided as a deferred loan to the future buyers. 

 

Comment:  The Committee’s recommendation includes $250,000 for this request.

 

Habitat also submitted an application requesting $240,000 to construct twelve single family homes in the Fairview neighborhood in Hillsborough for households earning less than 50 percent of the area median income.  Funds would be provided as a deferred loan to the future buyers. 

 

Comment:  The Committee’s recommendation includes $240,000 for this request.

 

4.      Orange Community Housing and Land Trust

 

Orange Community Housing and Land Trust requests $120,000 to assist first time homebuyers earning less than 80 percent of the median family income to purchase townhomes in the Waterstone development in Hillsborough.  Each unit would receive a $5,000 subsidy so it would be more affordable. 

 

Comment:  The Committee’s recommendation includes $120,000 for this project.

 

The Land Trust also requests $15,000 to assist with operating costs associated with HOME-funded developments such as Rosemary Place, Legion Road Townhomes, Vineyard Square and the Greenway Condominiums. 

 

Comment:  The Committee’s recommendation includes $15,000 for this request.  Because the Land Trust meets the Department of Housing and Urban Development’s criteria for designation as a Community Housing Development Organization, it can receive HOME Program funds for operational support for HOME assisted projects.
