Dear Mayor Foy and Members of the Town Council,
We are pleased to enclose this proposal to assist the Town of Chapel Hill in its search for a New Town Manager. After meeting with the Manager Selection Committee, composed of Mayor Foy and Council members Harrison, Strom, and Thorpe, we have provided you with a customized process that honors the spirit and integrity of our town’s longstanding progressive ideals. This process involves two components.
First, we have developed a process to conduct a thorough assessment of the Town’s needs and objectives. This process provides venues for input from our town’s elected leadership, town employees, key community stakeholder groups, individual citizens, and our largest neighbor, the University of North Carolina. The outcome of this work will be a candidate profile that articulates a vision for the skills, experience, and capabilities an ideal Town Manager candidate should have to accomplish the goals defined by the stakeholders. Additional outcomes may include insight on the Town’s effectiveness, both in its structure and its processes.
Second, we have designed a search process that will fairly assess all applicants to this profile and will provide a high level of due diligence for the most qualified applicants. This process will assure the Town Council and the community that the most creative and well-qualified applicants are being given careful consideration.
We are pleased to work in cooperation with the Town of Chapel Hill’s Human Resources Department. We have established a trusting working relationship with its staff, including Pam Eastwood, Director of Human Resources, and Anissa Graham-Davis, Assistant Director of Human Resources. We are confident that working in collaboration with them will improve the quality of the process and the outcome.
Thank you very much for this opportunity to partner with the Town of Chapel Hill to set the stage for the next phase in our Town’s life. The Town of Chapel Hill has established an enviable national reputation in part due to the leadership of Mr. Cal Horton, the outgoing Town Manger. Chapel Hill has a unique opportunity and challenge due to his retirement. It is our belief that the work we propose will effectively assist the Council in hiring a new Town Manager who will build on the solid foundation in place and help Chapel Hill achieve its vision and Comprehensive Plan.
