SUBJECT:      Consideration of No Parking Anytime Except by Residential Permit on Roundhill Road

PURPOSE

 

The following information responds to a petition from Mr. David Clapsadl requesting “no parking anytime except by residential permit” on the south side of Roundhill Road.  Please refer to the attached area map (Attachment 1).

 

The attached ordinance would establish “no parking anytime except by residential permit” on the south side of Roundhill Road.  

 

We recommend enactment of the attached ordinance.

 

BACKGROUND AND DISCUSSION

At its March 6, 2006 meeting, the Council received and referred a petition from Mr. David Clapsadl requesting “no parking anytime except by residential permit” on the south side of Roundhill Road. In his petition, Mr. Clapsadl expressed concerns that University visitors and students regularly park on Roundhill Road during ball games/special events, thus eliminating on-street parking for residents of Roundhill Road.

Roundhill Road is a 20-foot wide gravel street. Current on-street parking regulations on Roundhill Road are provided below:

We monitored conditions on Roundhill Road and observed a number of drivers parking on Roundhill Road during special events, and then departing on foot across Laurel Hill Road to the University.  In some instances, the on-street parking resulted in restricted travel lanes and limited parking availability for residents.

The requested “no parking anytime except by residential permit” on the south side of Roundhill Road would impact two property owners.  We contacted these owners, and they both agreed to the proposed on-street parking regulations.

Based on our field observations and discussions with property owners, we recommend establishing “no parking anytime except by residential permit” on the south side of Roundhill Road.  We think that the parking by permit regulation on both sides of Roundhill Road would allow residents and their guests to park on the street and would eliminate the problem of University visitors parking on Roundhill Road.  We also believe that permit regulated on-street parking would not create conditions that significantly restrict traffic access and circulation on Roundhill Road.

 

If the Council enacts the attached ordinance, Town staff would install the appropriate parking regulation signs and would provide parking enforcement activities in the area.

 

MANAGER’S RECOMMENDATION

 

The Town Manager recommends enactment of the attached ordinance that would establish “no parking anytime except by residential permit” on the south side of Roundhill Road.
