SUBJECT:      Parks and Recreation Budget Ordinance for Operation of the Homestead Park Skate Park in FY 2005-06

PURPOSE

 

The attached budget ordinance would account for the Parks and Recreation Department’s operation of the Homestead Park skate park and batting cages from July 1, 2005 through May 25, 2006. The ordinance would account for both expenditures and revenues during this period.

 

BACKGROUND

 

On October 27, 1999, the Council approved a concession agreement with Ryan’s World for operation of a skate park and batting cage facilities at Homestead Park.

 

In April 2005, a lapse in liability insurance led to the termination of the agreement with Ryan’s World. The Town subsequently assumed operation of the facility on May 11, 2005.

 

On April 24, 2006, the Council agreed to execute an agreement with Vertical Urge to run the skate park facility. Vertical Urge expects to begin operation of the facility on May 26, 2006.

 

DISCUSSION

 

The Parks and Recreation Department has been operating the facility since July 1, 2005. We believe that the Department’s budget should be amended to account for this operation, including both expenditures and revenues.

 

The attached budget ordinance would increase the Department’s budgeted expenditures by $25,000. In addition, the Department’s budgeted revenues for the same period would increase by $15,000. The $10,000 difference would come from interest earnings in the General Fund.

 

RECOMMENDATION

 

Town Manager’s Recommendation: That the Council adopt the attached budget ordinance which would amend the Parks and Recreation Department’s budget to account for operation of the Homestead Park skate park and batting cages during FY 2005-06.
