A RESOLUTION REGARDING PRIORITIZATION OF EVALUATION OF POTENTIAL LAND USE MANAGEMENT ORDINANCE TEXT AMENDMENT ITEMS AND SCHEDULING AN ADDITIONAL MEETING FOR DEVELOPMENT REVIEW AND CONCEPT PLAN ITEMS  (2006-05-22/R-10)

 

BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby adopts the following schedule of consideration of Land Use Management Ordinance text amendments:

ISSUE

SCHEDULE

Tree Ordinance changes: protection of trees on private property and banning clear cutting.

Report to Council on June 26

Consideration of changes to lighting provisions (dark skies initiative).

Added to Council Goals at January 2006 Council Retreat.  Planning Board consideration to begin during the summer of 2006.

Adjust parking requirements (Section 5.9).

 

Recommendations pending Transportation Board review. Consideration of adjustment to the vehicular and bicycle parking standards is expected to return to the Town Council in the Third Quarter of 2006

Revisions to Town Center Zoning District Building Envelope Provisions (height related).

Added to Council Goals at January 2006 Council Retreat. Planning Board consideration to begin Third Quarter, 2006.

Clarify land disturbance triggers for soil and erosion control requirements; coordinate with similar requirements in other documents.

Report Second Quarter, 2007

Reconsider using the “2-year frequency, 24-hour storm event” as the basis upon which calculations are made regarding how much stormwater (volume) needs to be retained on-site (Section 5.4.6).

Consider how to handle porous pavement as impervious surface (Table 3.8-1, footnote (k)).

Clarify distinctions between water treatment requirements for runoff from public streets vs. private lots.

BE IT FURTHER RESOLVED that the Council hereby amends the 2005-2006 meeting calendar to schedule an additional Public Hearing for consideration of development review and Concept Plan items by adding a meeting on________________, 2006, at 7 pm in the Town Hall.
