AGENDA  #13a

MEMORANDUM

TO:                  Mayor and Town Council

FROM:            Chapel Hill Public Arts Commission

SUBJECT:      Chapel Hill Public Art Contextual Plan

DATE:            June 12, 2006

The Chapel Hill Public Arts Commission is pleased to present the attached Draft Chapel Hill Public Art Contextual Plan to the Mayor and Town Council.

If adopted, the Contextual Plan will complement and build upon the work of existing Town of Chapel Hill master plans and action plans, and will recognize areas of overlap and synergy among land use planning, the Comprehensive Plan and public art.  The Contextual Plan also identifies methods and opportunities for professional artists to engage in the design of our natural and built environments as well as to shape our thinking and aesthetic responses to Chapel Hill.

In August 2004, the Contextual Plan Steering Committee was formed to discuss how best to incorporate the goals of other Town Boards and Commissions and their interface with the Town.  The Steering Committee comprises members of the Town Council, representatives from Town Boards and Commissions (including: Chapel Hill Public Arts Commission, Bicycle and Pedestrian Board, Community Design Commission, Greenways Commission, Parks and Recreation Commission, Planning Board, and Transportation Board) a representative from the North Carolina Arts Council, Town staff, and professional artists.

Public art consultant Gail Goldman was hired in December 2005 to work with the Chapel Hill Public Arts Commission and the Contextual Plan Steering Committee in order to guide this planning process and develop recommendations for the inclusion of public art in Chapel Hill.

The Chapel Hill Public Arts Commission met on May 25, 2006 and unanimously approved the Draft Chapel Hill Public Art Contextual Plan.  We are pleased to forward this draft to the Mayor and Town Council.
